A National Pollutant Discharge Elimination System (NPDES) General Permit for non-contact cooling water was reissued by Region 1 United States Environmental Protection Agency (USEPA) for New Hampshire, Massachusetts, and Maine and became effective on the date of its issuance, April 25,2000. The General Permit is available to facilities previously holding a General Permit that expired on May 31, 1999. Although the window of opportunity for submitting a Notice of Intent to be authorized to discharge under the General Permit has expired, in the past the USEPA has not excluded late submissions. The Notice of Intent letter is simple and should contain flow rate data, owner/operator information, and other facility information.

Monitoring required under the new permit consists of weekly monitoring of flow and pH and tri-weekly measurements of temperature. Both the Notice of Intent to apply for an approval to discharge under a General Permit and the monitoring reports required following receipt of USEPA approval should be submitted to both the environmental agency of the State in which the discharge occurs and USEPA Region 1.

USEPA Region I issued a public notice in the Federal Register on June 30, 2000 for a General Permit covering filter backwash discharge and other discharges from potable water treatment plants. It expects to issue a final General Permit for water treatment facility discharges in October 2000.
