EPCRA: Background, Purpose, and Determination

EPCRA established reporting and planning requirements for government agencies, American Indian territories, and industries that manage, store, or manufacture hazardous materials. This information is submitted to local, state, and federal emergency authorities to increase awareness of potential public health and safety risks in the event of an accident involving hazardous materials. The federal government administers the program, which is a key element in both community emergency preparedness and homeland security.

Applicability with EPCRA requirements is determined by a threshold planning quantity (TPQ) determination or review of material usage and storage. Material properties, such as toxicity or hazard, dictate the applicability threshold.  In addition to an initial notification for extremely hazardous substances, such as sulfuric acid, there are annual Tier II and toxic release inventory (TRI) reporting requirements.
